Earlier on Twitter, Ambassador Hassan Soroosh, referring to the report by the Human Rights Watch on collective punishment of civilians in Panjshir, Afghanistan, highlighted that "this clear manifestation of collective punishment and similar cases in other provinces in Afghanistan must be thoroughly and transparently investigated and this requires an effective international monitoring mechanism."
